This indicator has become significantly important recently, because it reflects financing of trade balance deficit. If it exceeds the deficit, it is a good sign for economy, otherwise it means that the USA are not able to cover their overconsumption. International Capital Flows is divided into state inflows (central banks) and private inflows (investment funds, hedge funds, etc.). It is also divided into instruments which are invested: government bonds, corporate bonds, agency bonds, stocks, etc. The data on International Capital Flows (USA) is published in the middle of each month, a little while after publishing of Trade Balance.
